ABSTRACT
In this article, we
describe the current situation of virtual universities in Germany and
pursue the question of whether innovation processes taking place
throughout the entire higher education landscape. Our study shows that the
integration of ICT not only changes the medial characteristics of the
learning environment, but also results in innovations on the micro-, meso-
and macro-levels of higher education. The empirical basis of our inquiry
is a program sponsored by the Federal Republic of Germany, which promotes
the utilization of ICT in universities.
